Artificial Intelligence in Focus at Meeting of the World’s Five Largest Patent Offices in Tokyo

Representatives of the world’s five largest patent offices met in Tokyo on June 12 and agreed to deepen cooperation on the use of artificial intelligence within intellectual property systems. The discussions focused on using AI to improve user services, increase examination quality, and enhance operational efficiency while ensuring responsible implementation of the technology.

The meeting brought together leaders from the European Patent Office (EPO), the Japan Patent Office (JPO), the Ministry of Intellectual Property of South Korea (MOIP), the China National Intellectual Property Administration (CNIPA), and the United States Patent and Trademark Office (USPTO). Collectively, these organizations handle the vast majority of patent filings worldwide and play a major role in shaping global intellectual property practices.

A key outcome was the decision to conduct the first comprehensive review of the IP5 New Emerging Technologies and Artificial Intelligence Roadmap, originally adopted in 2021. Officials discussed their respective AI strategies and emphasized the need for coordinated policies that can keep pace with rapid technological developments. The group also explored new opportunities for collaboration in AI-related initiatives.

The discussions reflect the growing importance of AI in patent administration, where the technology can support tasks such as prior-art searches, classification, translation, and examination workflows. By expanding cooperation, the IP5 offices aim to improve consistency, efficiency, and service quality across the global intellectual property ecosystem while ensuring that AI is deployed responsibly and effectively.
