Governments Must Move Beyond AI Pilots to Redesign Public Services

Governments need to stop treating artificial intelligence as a series of isolated pilot projects and instead redesign the way public services are delivered to unlock AI's full potential, according to a new McKinsey report. While AI can improve efficiency, enhance citizen services, and help governments make better use of public resources, many initiatives fail to scale because of fragmented workflows, poor data access, legacy systems, model risks, and high operating costs. McKinsey argues that AI should become an integral part of everyday government operations rather than remaining limited to experimental use cases.

The report recommends a four-step framework for successful AI adoption. Governments should focus on mission outcomes rather than technology, redesign end-to-end service workflows instead of automating individual tasks, build AI-centric operating models with appropriate workforce training, and ensure humans remain involved in consequential decisions. According to McKinsey, organizations that redesign complete service journeys are far more likely to successfully deploy AI than those relying on standalone pilots.

McKinsey notes that the public sector still trails other industries in AI maturity, citing challenges such as fragmented data, outdated technology infrastructure, workforce constraints, and stricter transparency and accountability requirements. Rather than waiting for perfect data systems, the report advises governments to modernize data infrastructure while simultaneously deploying AI. It also recommends measuring success through tangible outcomes such as shorter waiting times, faster service delivery, improved accuracy, and reduced fraud instead of simply counting AI projects or pilots.

The report also emphasizes that technology alone is not enough to achieve meaningful transformation. McKinsey recommends investing significantly in organizational change, suggesting that for every $1 spent on AI technology, around $5 should be allocated to adoption, employee training, and capability building. By combining AI with redesigned processes, skilled workforces, and strong governance, governments can move beyond experimentation and build more efficient, citizen-centric public services that deliver measurable improvements at scale.
