OpenAI is providing $1 million in grants to 14 projects around the world focused on understanding the economic and societal effects of increasingly capable AI. The programme also includes up to $1 million in API credits, with the projects selected from more than 400 proposals. The initiative is intended to produce research, practical frameworks and prototypes that can help governments and institutions respond to the rapid expansion of AI.
A major focus is economic opportunity and distribution of AI's benefits. Projects will examine subjects such as AI's effect on employment, how productivity gains could be distributed across Europe, possible “Right to AI” frameworks, AI's effect on tax revenues and how public institutions can integrate AI. Other projects will investigate energy infrastructure needed for growing data-center demand and AI-enabled clinical infrastructure for public hospitals.
The programme also extends into AI safety, national security and democratic governance. Funded work includes research into recursively self-improving AI systems, information-sharing mechanisms for AI-related biological risks, frontier-AI safety capabilities for national-security professionals, privacy-preserving AI agents for government-policy simulations and methods for evaluating legislative oversight of AI.
The broader significance is that OpenAI is trying to move from publishing policy ideas to funding experiments that test them in the real world. The initiative follows the company's April 2026 paper Industrial Policy for the Intelligence Age and reflects OpenAI's argument that technological progress alone will not guarantee broadly shared benefits. At the same time, there is an important governance question: because OpenAI is itself a major AI developer and beneficiary of policy decisions, funding external research gives the company an opportunity to help shape the policy conversation around the technology it is building. The initiative therefore represents both an investment in independent expertise and an example of how frontier AI companies are becoming active participants in the policy ecosystem surrounding AI.
