‘Sovereign AI’ for India Is a Strategic Hedge Against a Compute Divide

The idea of sovereign AI refers to a country developing and controlling its own artificial-intelligence infrastructure—such as data, computing power, models, and regulations—within its national jurisdiction. For India, this concept has become strategically important because AI is increasingly driven by massive computational resources like GPUs and large data centers. Nations that control these resources could dominate the global AI ecosystem, potentially creating a “compute divide” between countries with advanced AI infrastructure and those without it.

The “compute divide” arises because training advanced AI models requires enormous computing power and expensive hardware. Currently, most of this infrastructure is concentrated in a few countries and large technology companies, mainly in the United States and China. If India depends entirely on foreign AI platforms and computing resources, it risks becoming dependent on external technologies for critical sectors such as governance, defense, healthcare, and economic planning.

Building sovereign AI would allow India to develop its own AI models, data ecosystems, and compute infrastructure. This would ensure that sensitive national data remains under Indian jurisdiction and that AI technologies are tailored to local needs such as Indian languages, agriculture, public services, and governance. The approach also aligns with initiatives like the IndiaAI Mission, which aims to build domestic AI capabilities and encourage innovation across sectors.

Ultimately, sovereign AI is seen as a strategic safeguard for India’s technological and geopolitical independence. By investing in domestic computing infrastructure, AI talent, and data systems, India can reduce reliance on foreign platforms and remain competitive in the global AI race. Without such efforts, experts warn that countries lacking sufficient AI computing power could fall behind economically and technologically in the coming decades.
