The UAE is developing a framework to determine which government tasks can safely be handled by agentic AI and which should remain under human control. Rather than treating all AI agents equally, the approach focuses on classifying government activities according to the level of autonomy and risk involved. The initiative is intended to give public-sector organizations clearer boundaries for deploying AI systems that can take actions and make decisions rather than simply generate information.
The distinction is important because agentic AI can execute tasks autonomously. A conventional chatbot might draft a response for a government employee, while an agent could potentially access systems, make decisions, submit requests or trigger processes on its own. That creates very different risks around accountability, privacy, security and errors. The UAE's classification approach attempts to establish which activities are suitable for this kind of automation and where human intervention is required.
The initiative reflects a broader shift in AI governance from asking “Can AI perform this task?” to asking “Should AI be allowed to perform this task autonomously?” Low-risk, repetitive administrative processes may be suitable for greater automation, while decisions affecting citizens' rights, finances, benefits or other sensitive areas are likely to require stronger safeguards and human oversight. This kind of risk-based classification could also make it easier for agencies to audit and govern AI agents after deployment.
The UAE's approach is significant because governments are becoming an important testing ground for autonomous AI governance. As agents move from providing recommendations to actually carrying out government processes, rules need to define authority, escalation procedures, monitoring and accountability. The larger lesson is that the next phase of public-sector AI will depend not only on how capable agents become, but on how precisely governments define the boundaries within which machines are permitted to act.
