Australia could miss a significant share of the economic benefits of AI if businesses remain cautious about adopting it, according to the Australian Treasury. The key problem is not access to AI technology, but the limited number of businesses making meaningful changes to how they operate around it. Fewer than one in 10 Australian businesses currently report significant AI adoption, suggesting that experimentation has not yet translated into widespread organisational transformation.
Treasury's concern is that simply adding AI tools to existing workflows will not generate large productivity gains. Businesses may use chatbots, coding assistants or generative AI for individual tasks, but the bigger economic gains come when companies redesign processes, reorganise work and integrate AI deeply into operations. This echoes a broader pattern emerging globally: individual employees can become more productive with AI while the overall organisation sees little measurable improvement if its underlying workflows remain unchanged.
Interestingly, the feared AI-driven jobs shock has not yet materialised in Australia. Government analysis suggests there has not been broad disruption to the labour market so far, meaning Australia currently has an opportunity to capture productivity benefits before large-scale displacement becomes a major concern. Treasurer Jim Chalmers has expressed confidence that Australia can capture AI's upside while managing its risks.
The broader takeaway is that AI's economic impact will depend less on how many people have access to AI and more on how deeply businesses redesign themselves around it. Australia has the opportunity to turn AI into a productivity engine, but passive adoption will not be enough. The countries and companies that benefit most will likely be those willing to change processes, invest in skills and infrastructure, and treat AI as a fundamental transformation of how work is organised—not simply another software upgrade.
