A central element of this strategy is China's support for open-weight AI models. Chinese companies such as DeepSeek, Moonshot AI (Kimi K3), and Zhipu AI have increasingly released powerful open models that organizations can download, customize, and deploy independently. Beijing argues that open models lower barriers to AI adoption, enable innovation in developing countries, and reduce dependence on a small number of proprietary AI providers. At the same time, China continues investing heavily in domestic AI chips, computing infrastructure, and sovereign AI capabilities to reduce reliance on foreign technology.
