China Proposes Global AI Cooperation Organization to Promote Inclusive Development and Governance

China has proposed a global artificial intelligence cooperation organization to promote inclusive development, regulate rapidly evolving AI technology, and share advancements with other countries. The proposal was announced by Chinese Premier Li Qiang at the World Artificial Intelligence Conference (WAIC) in Shanghai, where over 800 companies showcased more than 3,000 high-tech products, including 40 large language models and 60 intelligent robots.

China wants to promote open-source innovation, cross-border research, and inclusive access, particularly for countries in the Global South. The initiative comes amid escalating US-China tech tensions, including American export restrictions on advanced AI chips and semiconductor equipment. Despite these tensions, China's proposal emphasizes the need for international cooperation to accelerate digital infrastructure and advance AI-related innovation globally.

By promoting common international standards, the proposed organization can help avoid fragmented AI policies and ensure that AI development is aligned with global values and goals. The organization may be headquartered in Shanghai, and China is willing to share its development experience and products with other countries, particularly the Global South. This initiative has the potential to shape the future of AI governance and development, promoting a more inclusive and collaborative approach to AI advancement.
