European bureaucracy threatens Sweden’s AI boom, say startups

Sweden’s technology and startup scene is rapidly expanding, especially in artificial intelligence (AI), but founders and investors are warning that government and European Union-level bureaucracy could stifle that growth. At the Techarena tech conference in Stockholm, many startup leaders told government officials they would prefer less regulation and more freedom to innovate, rather than new rules they see as burdensome. Swedish AI companies raised nearly $1 billion in 2025, and some young ventures have become well-known names in just a couple of years.

A key complaint from founders is that immigration rules and talent shortages are major obstacles to scaling up operations. Sweden’s small domestic labor market makes hiring skilled workers from abroad essential, but complicated visa procedures and strict requirements often delay or block key recruits. Some startups report talented employees being denied visas for minor administrative issues, which frustrates efforts to grow quickly in a competitive global tech landscape.

Beyond immigration, many say European bureaucratic frameworks complicate doing business across borders. For example, structuring employee equity incentives — crucial for attracting and retaining talent — differs by country and often requires extensive legal work, diverting time and resources that could otherwise go into product development and expansion. Some in the industry believe initiatives like EU Inc, aimed at harmonizing startup rules across Europe, could help but are not yet fully implemented or effective.

While Sweden’s government engages with tech leaders on policy, many argue that reducing regulatory burdens, including revisiting elements of EU regulation seen as overly restrictive, would better support innovation and competitiveness. Startup founders argue that bureaucracy should not slow down an ecosystem already proving its potential and pulling significant investment into AI, lest European tech lose out to the U.S. and other global hubs.
