Governor Newsom Signs SB 53, Advancing California's World-Leading Artificial Intelligence Industry

California Governor Gavin Newsom has signed Senate Bill 53, also known as the Transparency in Frontier Artificial Intelligence Act, to establish the state's first AI safety regulations. This landmark legislation aims to promote safe, secure, and trustworthy AI development while fostering innovation.

The new law requires frontier AI developers to publish a framework on their website describing how they've incorporated national and international standards into their AI framework. This move is expected to build public trust in AI by installing commonsense guardrails on AI development. Additionally, a new consortium called CalCompute will be established to develop a framework for a public computing cluster, promoting safe, ethical, and sustainable AI research and innovation.

California's leadership in AI can serve as a model for the nation, especially given the federal government's lack of comprehensive AI policy. With 32 of the 50 top AI companies worldwide and a significant share of AI job postings, California is already a hub for AI innovation. By balancing innovation with safety and transparency, California can ensure that AI development benefits the public while minimizing risks.
