India is planning to develop its own indigenous AI foundation model to better meet national needs and reduce reliance on foreign artificial intelligence technologies. According to a government white paper highlighted by The Economic Times, foundation models are a critical layer in modern AI systems because they can support multiple applications such as text generation, speech processing, and data analysis. Building a domestic model is seen as a strategic step to strengthen India’s technological independence.
Instead of focusing on a single large model, India intends to build a broader AI ecosystem. This ecosystem would include shared computing infrastructure, India-specific datasets, and repositories of models that can be used across industries. The approach aims to support the development of various AI systems covering text, speech, multimodal capabilities, and sector-specific applications such as healthcare, education, and governance.
The government believes that creating domestic foundation models will help address local language and cultural requirements that global AI models often overlook. India has hundreds of languages and dialects, and many existing international AI systems are primarily trained on English data. By using locally relevant datasets and training methods, India hopes to create AI systems that are more accurate and useful for its population.
Another key reason for this initiative is strategic and technological sovereignty. Countries around the world are increasingly treating foundation models as a critical national capability, similar to infrastructure or energy resources. By developing its own AI technologies and strengthening computing infrastructure, India aims to support innovation, protect data security, and ensure that AI development aligns with its legal framework and societal priorities.
