India Plans a Dedicated Quantum and AI University Campus

India is set to establish what the report describes as the country’s first dedicated Quantum and AI University campus in Amaravati, Andhra Pradesh. The campus will be established by NIELIT under the Ministry of Electronics and Information Technology, with an estimated investment of ₹730.7 crore over five years. The project will cover 8.5 acres and combine education, research, skilling, innovation and entrepreneurship across quantum technology, AI, semiconductors and other deep-tech fields.

The planned institution is broader than a conventional AI university. Programmes are expected to cover quantum computing, quantum communication and security, AI and machine learning, data science, semiconductor fabrication, chip design, VLSI, ATMP, embedded systems and high-performance computing. Its research and innovation facilities are also expected to include quantum photonics, quantum security, cryogenic systems, cleanrooms, nanofabrication, data centres and startup incubation.

The scale of the talent-development plan is significant. The project aims to train about 8,250 learners over five years, including 1,650 through formal degree programmes and 6,600 through skilling and certification programmes. Academic and skill programmes are planned to begin in September 2026 at a temporary facility at Acharya Nagarjuna University in Guntur while the permanent Amaravati campus is developed. NIELIT is also proposing collaborations with IIT Tirupati, IIIT Sri City, Andhra University and JNTU institutions.

The broader takeaway is that India is beginning to treat AI, quantum computing and semiconductor technology as one connected strategic capability rather than separate fields. The Amaravati campus aligns with the National Quantum Mission, IndiaAI Mission and India Semiconductor Mission, potentially creating a pipeline from education and research to chip development and startups. If executed effectively, the initiative could help India address one of its biggest deep-tech challenges: building not just users of advanced technology, but the researchers, engineers and entrepreneurs capable of creating it.
