Japan's government has launched a new initiative to strengthen its position in the global artificial intelligence (AI) landscape. The primary assembly of the AI Technique Headquarters has been convened to create a basic plan for AI research, development, and utilization. Prime Minister Shigeru Ishiba has emphasized Japan's goal to become "the simplest nation on earth to develop and make the most of AI".
The plan, expected to be finalized by the end of the year, focuses on utilizing AI to improve work efficiency in government institutions and municipalities. Japan also aims to build up its AI development capacity, leveraging its strength in high-quality data, which determines AI accuracy. Additionally, the government will prioritize AI governance, ensuring proper risk management and addressing potential risks such as erroneous answers, disinformation, and national security concerns.
To achieve these goals, the government has established the AI Strategy Headquarters, led by the Prime Minister, which will coordinate measures across ministries. Japan has also enacted the AI Promotion Act, which frames AI as a national economic and public-welfare priority, relying on soft law and non-binding guidance to drive innovation.
