OpenAI has announced a landmark partnership with the Government of Malta to provide free access to ChatGPT Plus for all eligible Maltese citizens and residents. The initiative, called “AI for All,” is the first national-level agreement of its kind between OpenAI and a government. Under the program, participants who complete a free AI literacy course will receive one year of ChatGPT Plus access at no cost.
The AI education course was developed by University of Malta and is designed to teach people how artificial intelligence works, what its strengths and limitations are, and how to use AI responsibly in daily life and work environments. The initiative will be managed by the Malta Digital Innovation Authority, which will oversee distribution of the subscriptions as more citizens complete the program.
OpenAI described the partnership as part of its broader vision of turning “intelligence into a global utility,” similar to electricity or internet access. Maltese Economy Minister Silvio Schembri said the goal is to ensure citizens are not left behind in the digital era and to transform AI from an unfamiliar concept into practical support for students, workers, and families. The program will also reportedly be open to Maltese citizens living abroad.
The partnership reflects a growing global trend where governments are beginning to treat AI literacy as a national priority. OpenAI has previously collaborated with countries such as Estonia and Greece on educational AI initiatives, but Malta has become the first country to directly connect nationwide AI education with free premium AI access. Analysts say the program could become a model for other governments seeking to accelerate responsible AI adoption among the general public.
