South Korea is exploring a potential cooperation agreement with the AI company Anthropic as part of its effort to strengthen its artificial intelligence ecosystem and expand partnerships with global technology leaders. Government officials are reviewing the possibility of signing a memorandum of understanding (MoU) with the company, which is known for developing the generative AI assistant Claude. The discussions are being led by the country’s Ministry of Science and ICT.
The talks reportedly began after a meeting between South Korea’s science minister Bae Kyung-hoon and Anthropic CEO Dario Amodei during the India AI Impact Summit 2026. During this meeting, the two sides discussed potential collaboration in areas such as AI infrastructure, enterprise software, and developments in the software-as-a-service (SaaS) market. These discussions laid the groundwork for a possible formal partnership between the government and the AI company.
The potential agreement is part of South Korea’s broader strategy to diversify its international AI partnerships. Until now, the government has worked closely with OpenAI on projects related to building the country’s AI ecosystem and expanding the use of AI in public services. By also partnering with Anthropic, South Korea hopes to collaborate with multiple global AI developers rather than relying on a single partner.
At the same time, South Korea continues to develop its own domestic AI capabilities. The government is supporting local companies in building a homegrown AI foundation model while also forming partnerships with global AI firms. This “two-track strategy” aims to strengthen national technological competitiveness while accelerating innovation through international collaboration.
