The US vs Europe: Who Sets the Rules for Artificial Intelligence?

The US and Europe are taking different approaches to regulating artificial intelligence. The US has issued an executive order on AI, focusing on national security, cybersecurity, biosecurity, intellectual property, labor, antitrust, education, healthcare, privacy, and consumer protection. This order directs federal agencies to assess and address AI risks, with a sectoral approach that allows for more flexibility.

In contrast, the European Union has introduced the AI Act, a comprehensive legislation regulating AI development, use, import, and distribution. The act categorizes AI systems based on risk levels, imposing stricter requirements on high-risk systems. The EU AI Act aims to create harmonized rules for placing AI on the EU market, regulate AI systems according to their risk levels, and mandate transparency for certain AI systems.

Despite their differences, the US and EU are collaborating on AI governance. Recently, they agreed to draft a voluntary code of conduct for AI, focusing on issues like misinformation, transparency, user awareness, and verification processes. This joint effort highlights the importance of global cooperation on AI standards, with countries like the UK and India participating in international efforts to establish responsible AI guidelines.

The US and EU aim to lead in AI governance, balancing innovation with safety and security concerns. As AI continues to evolve, it's crucial for governments, industries, and civil societies to work together to establish common standards and regulations that promote the responsible development and use of AI.
