Three Men Charged With Conspiring to Smuggle U.S. AI Technology to China

Three individuals have been charged by U.S. authorities for allegedly conspiring to illegally smuggle advanced artificial intelligence technology to China, in violation of strict export control laws. The accused—Yih-Shyan Liaw, Ruei-Tsang Chang, and Ting-Wei Sun—are said to have orchestrated a scheme involving billions of dollars’ worth of high-performance AI servers containing advanced chips.

According to prosecutors, the group diverted sensitive U.S.-made servers equipped with powerful GPUs—many supplied by Nvidia—to Chinese buyers. These exports were restricted due to national security concerns, as such chips are critical for advanced AI systems. The alleged operation ran through 2024–2025 and involved shipments worth at least $500 million, with total orders reaching up to $2.5 billion.

To bypass U.S. regulations, the defendants reportedly used complex smuggling techniques, including routing shipments through Southeast Asia and Taiwan, falsifying documents, and even disguising servers. In some cases, they allegedly swapped labels or created “dummy” equipment to pass inspections. These tactics were designed to evade export controls imposed since 2022 to limit China’s access to cutting-edge AI technology.

The case highlights rising tensions between the United States and China over AI dominance and national security. Officials view such smuggling as a serious threat, given the role of AI in military and strategic applications. While companies involved have denied wrongdoing and pledged cooperation, the incident underscores how difficult it is to enforce technology restrictions in a globalized supply chain—and how valuable AI hardware has become in the global tech race.
