Vietnam has officially implemented a landmark law regulating artificial intelligence, making it the first country in Southeast Asia to adopt a comprehensive legal framework on the technology as of March 1, 2026. The legislation was passed by the National Assembly in December 2025 and is designed to govern the development, deployment and use of AI systems across the country, signalling a major step in the region’s response to rapid AI growth.
The law focuses especially on managing risks associated with generative AI, requiring companies to maintain human oversight and control of AI operations. It draws inspiration from regulatory approaches such as the European Union’s AI Act by emphasising safeguards against misuse and harm while still enabling technological progress. Under the new rules, organizations must also clearly label AI-generated content, such as imagery and deepfakes that are difficult to distinguish from genuine material.
In addition to transparency rules, the framework applies broadly to both Vietnamese and foreign entities involved in AI development, deployment or service provision within the country. This means that global tech firms operating there must comply with the same oversight and disclosure requirements as domestic developers, reflecting Vietnam’s intent to regulate the full lifecycle of AI technologies and maintain digital sovereignty.
Vietnam sees the law as key to its digital economy strategy, with AI and the wider data sector considered core to future economic growth. The government plans related investments, including establishing a national AI computing centre and improving data infrastructure, to support innovation while managing risks. Analysts note that while the law sets an important precedent, its real impact will depend on how enforcement mechanisms and detailed implementation rules are developed in the coming months.
