X says it has identified a bot farm of roughly 200,000 accounts operated by Chinese actors, with about 200 accounts specifically used to amplify criticism of AI data centers in the United States. According to X's Global Government Affairs team, the accounts were posting claims that AI facilities were raising household electricity prices and straining the power grid, alongside AI-generated cartoons portraying data-center operators as profiting at the expense of ordinary Americans.
The interesting part is that the campaign focused on an issue where genuine public concern already exists. TechSpot notes that electricity prices have risen in areas surrounding data-center development, while communities are also dealing with concerns about water consumption, noise, pollution, traffic and pressure on local infrastructure. X therefore appears to be describing an attempt to manipulate a legitimate political debate rather than inventing an entirely new controversy.
The episode also illustrates how AI is becoming part of information warfare itself. Generative AI can make coordinated influence campaigns cheaper by producing large volumes of persuasive posts, images and narratives, while enormous numbers of automated accounts can make those narratives appear more popular than they really are. OpenAI previously reported seeing China-based users ask ChatGPT for ways to influence American opinions about data centers, with some of the resulting content focusing on electricity prices and AI infrastructure.
The broader takeaway is that the AI data-center debate now has two separate information problems: real infrastructure impacts and attempts to manipulate perceptions of those impacts. Governments and platforms therefore need to distinguish genuine community opposition from coordinated foreign influence without dismissing legitimate criticism as propaganda.
